MoRTH to develop 35 MMLPs under PPP model across the country

Nitin Gadkari, Minister for Road Transport and Highways (MoRTH) in a written reply to Lok Sabha on July 22, informed that the entity plans to develop 35 multimodal logistics parks (MMLPs) under public-private partnership (PPP), in design, build, finance, operate and transfer (DBFOT) mode.

Mumbai, Nagpur, Pune, Sangrur, Vijayawada, Visakhapatnam, Jaipur, Nashik, Bangalore, Raipur, Bhatinda, Chennai, Indore, Hyderabad, Coimbatore, Surat, Bhopal, Delhi-NCR, Kolkata, Hisar, Ambala, Kota, Panaji, Guwahati, Valsad, Rajkot, Kandla, Jammu, Cochin, Sundargarh, Patna and Solan are the cities identified to develop the planned MMLPs.

“The bidding documents (The Model Concession Agreement and Request for Proposal) for these 35 MMLPs are under finalisation,” stated the MoRTH release.

“Based on outcome of the detailed project report (DPR), feasibility Studies and authorised bidding document, the tender will be invited from the firms,” it said.

The MMLP in Guwahati is under development by the National Highways and Infrastructure Development Corporation (NHIDCL) on 190 acres of land.

In Nagpur, 346 acres of land is being recognised for the development of MMLP and is in ownership of Jawaharlal Nehru Port Trust (JNPT).

On the other hand, 400 acres have been identified for the MMLP development at Mudalinganahalli of Bangalore, but the land acquisiton process is yet to be begun by Karnataka Industrial Areas Development Board (KIADB).

MMLP in Chennai is intended to be built in 158 acres of land, out of which 122 acres is with Chennai Port Trust (ChPT). Remaining 36 acres is under acquisition by Tamil Nadu Industrial Development Corporation (TIDCO).

The MMLP projects left are either in pre-feasibility study or currently not feasible.

The Cabinet Committee on Economic Affairs (CCEA) on Cotober 2017 had directed the MoRTH to build 35 MMLPs over the country. It had also approved Phase-I of Bharatmala covering 24,800 km of roads under Bharatmala Pariyojana in addition to 10,000 km of residual NHDP, at an financial outlay of Rs 535,000 crores.
